Colorado ACTS is Colorado Actors Company and Theater School.

We have applied for the SCFD (Scientific and Cultural Facilities District) grant in the past. The request for funding was denied. We feel it is important for our families and community to understand that Colorado ACTS has been denied funding because of our Christian faith. The fact that we hold to this conviction and refuse to change our Mission Statement or other parts of who we are simply to secure grant funding is something we feel is important for our families to know. Thank you for your continued support of Colorado ACTS. We continue to strive to bring quality children’s theater education to our community.

Facilities District: CITIZENS MAKING IT POSSIBLE
October 15, 2014

Thank you for submitting an SCFD eligibility application on behalf of Actors Company and Theater School dba Colorado ACTS. We appreciate your patience as we conducted a thorough review pursuant to the SCFD statutory criteria. Although SCFD recognizes the contributions Colorado ACTS provides for the community, the organization does not meet all of the eligibility criteria and is not eligible for SCFD funding.

An organization’s primary purpose must be: “to provide for the enlightenment and entertainment of the public through the production, presentation exhibition, advancement, or preservation of art, music, theater, dance, zoology, botany, anthropology, cultural history, or natural history” C.R.S. §32-13-110(3)(a)

After analyzing Colorado ACTS’ eligibility application and how the organization presents itself to the public online, it appears that Colorado ACTS is a religious based organization. The support page of Colorado ACTS’ website states “first and foremost, please keep our theatre ministry in your prayers. None of this would be possible without God and you.” The organization’s website also states that “ACTS is completely staffed by Christians” and board minutes submitted indicate that meetings begin and end with a prayer. Additionally the June 15, 2014 board minutes point out that Patrick has become the organization’s spiritual advisor. The organization presents itself as a religious organization on Colorado Gives Day as well. The Executive director statement says “Colorado ACTS is an extraordinary place where young people can develop their God-given talents.” Although there may be value in this-type of programming for our communities, SCFD is a government entity that distributes public tax dollars. As such, it cannot fund an organization that promotes religion as this is prohibited in Section 7 of Article IX of the Colorado Constitution. Colorado ACT’s mission, vision and goals are outside the realm of SCFD eligibility.
